I don't know if I could pick a worst one...er...I guess Twin Dilemma is a pretty soft target; not much to love there. Or Attack of the Cybermen, for that matter, except I may be biased there; I have come to the conclusion in recent weeks that I am a pretty disgustingly bigoted Cyberphobe... XD
