lost_spook regarding the Torchwood 1918 photo glimpsed in the S2 ep To the Last Man:

Who took it, and under what circumstances? Most of the characters here (or their names anyway) are taken from fluff on the BBC Torchwood website regarding said episode. Torchwood and all of its characters, copyrights, concepts etc. definitely do not belong to me.
