Why couldn't the Doctor and Amy and River get in the TARDIS, travel back to some point prior to whatever date the Angel threw Rory to (work it out from the age on the gravestone and when the grave was dug - there'll be a record somewhere) and leave a message, Back To The Future-style somewhere where they knew Rory could see it (hell, get reputable lawyers to arrange full-page adverts in every major newspaper and magazine in America - the world, even, billboards, whatever on the same date every year for however many years or whatever - the Doctor's got the ingenuity and can get the money required from somewhere or other). Tell Rory to get a bus, or a train, or an ocean liner to somewhere far, far away from NYC and its time paradoxes and then pick him up at a prearranged date.
Simples, as the meerkat says.
And don't say the Blinovitch Limitation Effect or anything like that would stop him. The Blinovitch Limitation Effect is...flexible. We all know that.
